Technical capability assistance and regeneration strategy support for the establishment of the eastern Porirua Regeneration Programme, this first of its kind in New Zealand under the Wellbeing Budget.

The Challenge
This project consists of eight neighbourhoods on the east side of Porirua. They sit within the wider Porirua Development Programme announced by the Government in 2018. The project involves the redevelopment of thousands of homes and a comprehensive economic, social and environmental regeneration of the area.
A key challenge for major regeneration projects, such as this, is to develop a pathway which everyone across the public, private and third sector (including the community) can understand.
The Journey
Over two years, TUA provided support in the following ways:
Developed a Regeneration Strategy for Eastern Porirua which involved taking a multistage approach to delivery. This included; a desktop research, document review, and extensive engagement with different teams across the three strategic partners, Kāinga Ora, Porirua City Council and Ngāti Toa as mana whenua.
Identifying which elements of the programme were able to be funded and delivered. This was by facilitating the alignment of the three strategic partners and interrogating the initial business case developed by Treasury.
Mapping the governance arrangements and project structure and stakeholder groups. This included defining what regeneration through a wellbeing lens looks like in the Eastern Porirua context.
Organised an in-house international study tour to visit world-leading examples of large-scale programmes and individual development projects. Lessons learned on inclusive community wealth building, as well as urban development and regeneration, were directly applicable for this project.
Led the delivery of the Outcomes, Monitoring and Evaluation Framework, that set the baseline for wellbeing indicators and measures.
Developed a town centre delivery process that was the interface between the design teams and the commercial teams working to rethink three local centres in Eastern Porirua.
Developed a housing strategy and affordable housing feasibility plan (Whaai Kainga).
Advised on inclusive community wealth building, urban development and regeneration.
The Outcome
The team was supported through the early stages of the programme, defining and setting up the programme for long-term success.
