Strategy for responding to the government’s request for expressions of interest in the Infrastructure Acceleration Fund, which was successful. TUA also supported the subsequent Request for Proposals (RFP) process.

The Challenge
Hutt City Council (HCC) had limited capacity to lead a response to an Expression of Interest (EOI) towards Wellington City Council’s Infrastructure Acceleration Fund. HCC required experts to assist with framing the response, as well as coordinating the various inputs.
The Journey
TUA led the development of multiple EOI responses to the government's Infrastructure Acceleration Fund. This involved working collaboratively with Hutt City Council and Wellington Water to determine which areas were likely to be viable future development sites. This further included undertaking preliminary due diligence with stakeholders.
The work involved reviewing and analysing large amounts of information, providing advice and guidance on the strategy, working with infrastructure providers, the HCC team, the HCC controlled organisations and developers to develop a case for funding, and drafting the response for the EOI documentation. Once the initial EOI application was successful, a similar process was undertaken for the Request for Proposal (RFP) phase of the project.
The Outcome
A successful EOI and invitation to respond to the Request for Proposal. This also resulted in an initiation of internal work to better understand the housing outcomes that HCC were striving to incentivise, and how they might use various tools and approaches to proactively drive those outcomes.
