
Developing a housing strategy for Ngāti Hāua Iwi Trust.
The Challenge
Ngāti Hāua Iwi Trust wanted a housing strategy to support their aspiration of delivering housing in their rohe for their people. They wanted to support uri to build homes on their whenua, overall improving the wellbeing of Ngāti Hāua people. This project was funded by Te Tuapapa Kura Kāinga - the Ministry of Housing and Urban Development - through the He Taupua Fund.
The Solution
The Ngāti Hāua Iwi Trust Housing Strategy is a living document that presents the values, aspirations and key actions areas for the Trust to focus their housing efforts. It is grounded in knowledge of the housing needs and aspirations among uri of Ngāti Hāua, developed from a housing survey (TUA and Pumanawa Services) and collated insights from several whānau wānanga and other public data sources.
The strategy identified 5 action areas to guide the delivery of both tangible and intangible aspirations for their housing. It supports an approach that is flexible; presenting multiple possibilities and approaches as a way of being able to stay responsive to the social, economic and political environment that always changes over time.
To support these action areas, the strategy also provided site-specific feasibility insights, for whenua development opportunities that could become available post-settlement.
The Journey
Through previous work with Ngāti Hāua Iwi Trust, TUA had developed strong relationships, mutual trust and an understanding of the aspirations, challenges and opportunities the Trust faces in the housing space. TUA worked closely with the Trust’s housing lead, trustees and local contractor Pumanawa Services, to develop this housing strategy. This was to ensure that the Trust had ownership of its development and ongoing use/implementation as a living document.
