
Supporting a Hapū spatial planning process across the Whangārei District.
The Challenge
TUA was engaged to outline a strategy for the development and funding of a work programme, to enable the delivery of Hapū Spatial Plans across Whangārei District. The proposed programme would map Hapū aspirations, sites of significance, and spatial and corresponding infrastructure priorities to inform Hapū-led development. Another goal for this work was to enable Māori aspirations for comprehensive consideration in planning processes of both local and central government.
The Solution
A seven-year, jointly-funded programme was proposed to support the creation of 32 Hapū spatial plans, with funding from multiple agencies and organisations. The programme design sought to strengthen relationships between Hapū and government, improve planning processes, and ensure cultural sensitivity in land use and development decisions.
The Journey
TUA workshopped with the client to ensure that all of the in house expertise was captured in one clear, concise document that would aid in conversations across stakeholder and potential funding groups. This included iterating on the proposed governance structure, ensuring it provided a robust framework for oversight of the programme, as well as clear delivery milestones to ensure the programme’s success.
