This project involved the development of a 30 year Spatial Plan for Hutt City territorial area. 

The Challenge

Hutt City Council required an update to the old Urban Growth Strategy, and a cohesive vision to guide the cities growth, including significant major investments planned for the city. Existing strategic documents, each outlining different facets of the city's development needed to come together with a longer term view of 30+ years.

The Solution

TUA's role was to synthesize diverse perspectives, align strategies, and create a cohesive spatial strategy and action plan for the city's growth in close collaboration with council teams. The resulting Plan outlined a clear way forward for how the city should grow over the next 30 years.

The finished Spatial Plan included eight strategic moves, as well as specific actions to be completed which contribute to each move. Growth and development was focused around the city centre as well as the north and east Valley Floor.

TUA's outcome based approach ensured that the proposed actions can contribute toward achieving the vision; that it is a long term and enduring document that will stand the test of time, as regulatory and political environments inevitably change. 

The Journey

Striving for best practice in spatial planning, TUA's approach developed a plan that encompassed and balanced all aspects of the city's future evolution. From social infrastructure, climate adaptation and biodiversity to sustainable transport, cultural recognition, economic development and housing intensification; there was much to consider.

TUA prioritised where development and investment occurs, to best support the realisation of the vision for Lower Hutt. Meeting community needs in a way that increases resilience and provides a clear, affordable and practicable direction for growth was very important. 

The Spatial Plan had community engagement in late 2024 and is expected to be approved in 2025.
