
TUA undertook New Zealand's most comprehensive housing demand assessment with this project. TUA combined extensive quantitative and qualitative research to understand the needs of the local Kāpiti community.
The Challenge
People’s stories of living on the Kāpiti Coast are varied and complex, and often the voices of the people who are most in need are the voices that aren’t heard. The challenge for this work was to create engagement opportunities and channels that allowed all voices to be heard and therefore reflected in the future aspirations of housing.
The Solution
There is now a robust evidence base that provides in depth insights about the housing needs of current and future residents of the Kāpiti Coast. This can be used as baseline data for future monitoring and evaluation of the progress being made towards achieving the objectives outlined in the Housing Strategy, and that can be used to help with measurement of the impact that current and future government and council spending will make in the region.
The Journey
TUA undertook analysis from a wide range of resources to build an evidence base that would guide future planning for housing. These insights were compiled from census data, local council and Kāinga Ora statistics, national housing data, and critical review of previous reports.
TUA supported KCDC through:
- Development of a housing survey
- Development of questions and collateral that was tailored to each engagement event (45 events)
- Extensive qualitative engagement through survey and focus groups
- Reviewing and analysing data
- Compiling data into an easy-to-understand report
