Scoping funding options and developing collateral for Whangārei District Council, to jointly fund a program of hapū-led spatial plans.

The Challenge

Whangārei District Council recognized the significant potential of hapū spatial plans to enhance tangata whenua contributions to key local and central government processes, including the Resource Management Act and the Local Government Act. There was a strong demand from hapū to undertake this process, with numerous applications for Iwi Management Plans and a clear desire to bring long-term spatial visions to district planning processes.

The challenge was to define what a hapū spatial plan entails, how it contributes to various national policy statements and local strategies, and crucially, how to secure funding for a program of these plans.

The Solution

TUA provided advisory services to Whangārei District Council to scope and visualise what a program of hapū-led spatial plan delivery could look like, as well as how it could be funded. TUA developed a "pack" of collateral to summarise the "why and how", so the Whangārei District Council and partner agencies could jointly fund such a program.

TUA's contribution focused on balancing timely delivery, price, quality, and fit-for-purpose outputs, ensuring the proposed budget aligned with the desired outcomes. This initiative aims to place indigenous-based solutions and te ao Māori at the centre of planning documents, creating an innovative example of spatial planning guided by a te ao Māori perspective, ultimately leading to more equitable and culturally rich neighbourhoods, towns and cities.

The Journey

Conversations with the Manager of Strategic Planning & Urban Design at Whangārei District Council were lead by TUA, to precisely scope the advisory services needed within the desired budget. TUA's approach included developing a series of visual deliverables to support the Strategic Planning & Urban Design team in their discussions to secure funding.
