TUA delivered a regeneration framework for iwi, Council and the community in eastern Porirua to assist with their urban development project.
The Challenge
This project was New Zealand’s first urban development project to be mandated under the Wellbeing Budget. It consisted of eight neighbourhoods on the east side of Porirua; the redevelopment of thousands of homes and the comprehensive economic, social and environmental regeneration of the area. The challenge was to co-develop a framework to guide the partnership between iwi, crown and Council.
The Solution
The framework included mapping the governance arrangements, project structure and stakeholder groups, as well as defining what regeneration through a wellbeing lens could look like in the eastern Porirua context. Outlining the roles for each partner agency across all programme deliverables was also included in the framework.
The Journey
A multistage approach to delivery included desktop research and a document review. Engagement with the strategic partners and broader stakeholders to agree the framework was also a key part of the journey.
The framework’s primary use was as a communication tool to help build understanding and awareness of the programme. It confirmed the strategic direction, and explained the breadth and depth of the programme - to a range of public, private and third sector stakeholders. This was important in the context of needing across-agency buy in and funding appropriation.
