TUA provided advice on the establishment of the eastern Porirua Regeneration Programme. 

The Eastern Porirua regeneration programme involves the redevelopment of thousands of homes. A key challenge for major regeneration is bringing together the public, private and third sectors (including the community) to achieve wider economic, social and environmental outcomes.

Over two years, TUA provided support through the early stages of the programme, understanding the outcomes sought by Kāinga Ora, Porirua City Council and Te Rūnanga o Toa Rangatira: as mana whenua. This included organising an international study tour to visit world-leading examples of large-scale regeneration programmes that enhanced community wealth.

Outputs included a co-design process to develop an Outcomes, Monitoring and Evaluation Framework, that set the baseline for wellbeing indicators and measures; a town centre delivery process that was the interface between the design teams and the commercial teams working to rethink three local centres in Eastern Porirua; and, a housing strategy and affordable housing feasibility plan to deliver affordable housing options alongside the social/public housing. One of the major recommendations was an establishment of a Community Land Trust on land owned by Te Rūnanga o Toa Rangatira in partnership with the pacific community.
